TRANSPORTATION, DEPARTMENT OF
   Funds  in  Specific  Appropriations  1822 through 1835, 1840, 1841, 1853
   through  1858,  1860  through  1864, 1866 through 1874, and 1905 through
   1914   are   provided   from  the  named  funds  to  the  Department  of
   Transportation  to fund the five-year Work Program developed pursuant to
   provisions  of  section  339.135, Florida Statutes. Those appropriations
   used by the department for grants and aids may be advanced in part or in
   total.
   The  Department  of  Transportation  shall not expend any state funds as
   described  in  s.  215.31  to  support  a project or program of a public
   transit  provider,  an  authority,  public-use  airport, or seaport that
   adopts, promotes, or seeks to meet energy policy goals inconsistent with
   state  energy  policy.  This  section  is  contingent  upon  legislation
   revising s. 339.08, Florida Statutes, becoming law.
   The  Department  of  Transportation  shall not expend funds for research
   grants  to  State University or College System institutions unless those
   proposed  grants  are  recommended by the Secretary of the Department of
   Transportation  and subsequently approved by the Chancellor of the State
   University  System  or  the Commissioner of the Department of Education,
   respectively.  This  section  is contingent upon legislation revising s.
   339.08, Florida Statutes, becoming law.
